Essex Police have said the death of Mr Attfield is being investigated "in parallel" with the killing of a Saudi Arabian student Nahid Almaneawho was found stabbed 16 times in June, also in Colchester.
Essex County Council confirmed he was the subject of a referral order. He had been questioned and released by police in the weeks after the Saudi student's death as one of 70 people with a known history of knife crime to be interviewed.

He had been convicted of a knifepoint robbery at a shop in January and was sentenced to 12 months of youth supervision. Nine people have been arrested in connection with Mr Attfield's murder. Fairweather, of Colchester, was aged 15 when he committed both murders.
Two other men, both 33 and of no fixed address, are also on police bail also until late September. Fairweather was remanded in custody and is due to be sentenced at the Old Bailey in London on Friday, 29 April.
Mr Attfield had suffered a head injury after a car crash a few years before he was killed.
